SUMMARY
Doesn't happen when the button is placed in systray - have tooltip there.
STEPS TO REPRODUCE
1. make sure multiple keyboard layouts are configured
2. add new QML Keyboard Layout applet to panel or desktop (it's already in P-D
master)
OBSERVED RESULT
Should have 2 instances of the applet loaded - one on systray and another on
panel.
Observe no tooltip on the panel's applet, but systray's one has it.
EXPECTED RESULT
there should be tooltip on mouse hover

ADDITIONAL INFORMATION
It's a regression - it was OK until recent update.
