SUMMARY
All applications appear on the same place (position) where they have been
closed even when the space is occupied. The placement policy for "Minimal
overlapping" (smart) is ignored.
This happens since the latest update on Fedora 32. The affacted RPM is
"kf5-kwindowsystem-5.75.0-1.fc32.x86_64".

STEPS TO REPRODUCE
1. Launch "System Settings"
2. Click on "Window Management"
3. Select "Window Behaviour"
4. Click on tab "Advanced"
5. Select "Minimal overlapping" from the drop down list "Window placement"
6. Open, close, reopen an application.

OBSERVED RESULT
The settings for "Window placement" are ignored.

EXPECTED RESULT
Applications shouldn't appear on the same place where they have been closed,
but on free desktop-space.
