I realized that both plain and inkscape svg/svgz icons work as soon as I put them in a standard subdirectory (e.g. places or mimetypes, etc.) in ~/.local/share/icons/hicolor/scalable. If those same icons are in another path (e.g. ~/images/icons) they do not work. If those same icons are converted in png format (and probably other formats too) then they work from any path.
