Hi Justin,

yes, it's still an issue, but unfortunately such a simple patch isn't
sufficient any more. Things got worse for most KDE and QT apps. It seems to me,
that some open source developers are fighting a holy war against all non-UTF8
character encodings. Much more extensive patches are necessary for almost all
KDE applications to regain the choice of filesystem encodings. But it's
unlikely, that such patches are accepted, because it seems, that there's not
much demand for it.
