SUMMARY
The "File" top-level menu is missing. There are 3 top-level menu entries named
"No text". The first "No text" menu seems to resemble the former "File" menu,
but it's missing menu entries. For example, there is no way to open a PDF file.
STEPS TO REPRODUCE
1. Start Okular

OBSERVED RESULT
No "File" menu, and some others.
EXPECTED RESULT
Working menus like in older okular versions.

Windows: not used
macOS: not used
Linux/KDE Plasma: not used
(available in About System)

Okular Debian package version 4:20.08.1-1
ADDITIONAL INFORMATION
Other KDE applications (I only checked kate) seem not affected. Possible that
this is a Debian packaging error or so.
