STEPS TO REPRODUCE 1. Draw an enclosed shape in a raster layer. 2. Select the fill tool and set its "sample" setting to "All layers". 3. Attempt to fill the drawn shape on the same layer. OBSERVED RESULT All pixels inside and outside the enclosed shape will be filled. EXPECTED RESULT Only pixels *inside* the shape should be filled, since the current layer is part of "all layers."
