We recently ported the dialog to QML (to be released in version 20.12) which
doesn't support the "What's This" feature, which we're generally moving away
from anyway. The new UI has tooltips. Please file specific bugs on anything
that doesn't work or is missing a tooltip but would benefit from one. Thanks!
