I'm familiar with how this impaired user uses their computer, and this is
simply not the case. Their impairment makes it difficult to use the scroll
wheel, and they depend on clicking on and grabbing a larger scrollbar to
navigate long pages. To make this easier, they rely being able to increase
their scrollbar size.
