Summary: Can't create global shortcut with ç (ccedilla)
           Product: kwin
           Version: unspecified
          Platform: Other
                OS: Linux
            Status: REPORTED
          Severity: normal
          Priority: NOR
         Component: input
          Assignee: kwin-bugs-n...@kde.org
          Reporter: herzensch...@gmail.com
  Target Milestone: ---

SUMMARY

Hello, first of all, I'm not sure where to report this issue, I assume it's
either kwin/input or kdelibs/shortcuts.

This bug is a bit weird.

Global shortcuts made with ç (ccedilla) don't work despite the same example
application used for the shortcut working with e.g. Ctrl+Alt+Y.

It's reproducible, s mentioned here:
https://www.reddit.com/r/kde/comments/ibqyyg/%C3%A7_as_shortcut_and_alternative_layout/

Two days ago I was using Tumbleweed and I could reproduce this. Now I upgraded
to Krypton (Plasma from master), and it's not anymore, both on Xorg and
Wayland. Haven't tested this bug on Tumbleweed on Wayland.

STEPS TO REPRODUCE
1. Create keyboard shortcut Ctrl+Alt+ç for Okular and Apply.
2. Execute it.

OBSERVED RESULT
Nothing happens.

EXPECTED RESULT
Okular is opened.

SOFTWARE/OS VERSIONS
Operating System: openSUSE Tumbleweed 20200818
KDE Plasma Version: 5.19.80
KDE Frameworks Version: 5.74.0
Qt Version: 5.15.0

ADDITIONAL INFORMATION
I am not afflicted by https://bugs.kde.org/show_bug.cgi?id=421329 anymore as I
have applied the ~/.local/share/kglobalaccel workaround long ago. I was not
afflicted by it during initial testing either.
