software-properties-common provides add-apt-repository, which is used commonly
to add ppa repos. as of right now software-properties-common is not installed
by default
Reproducible: Always
Steps to Reproduce:
1. run add-apt-repository
2. software-properties-common is listed as the missing provider
3. after installing add-apt-repository works as expected
