SUMMARY
Krusader has settings options to alter panel view display, e.g. numeric
permissions, human-readable sizes, etc., but no provision to select date/time
format.  Overall KDE/OS settings for formats ("locales") provide only for
settings dictated by geo-political fiefdoms, and make no provision for
individual user preference, which is what is ultimately desired.  For
date/time, my personal preference is display in UTC based on international
standard ISO 8601 (see https://www.iso.org/iso-8601-date-and-time-format.html),
but goes quite a bit farther (CCSDS 301.0-B-4 section 3.5.1.1,
https://public.ccsds.org/Pubs/301x0b4e1.pdf, which is freely available and
applicable throughout the solar system (and beyond)).  A Further issue is
inconsistency of displayed formats between Panel "Modified" column and
Properties/Details/Modified display.

EDT" in Properties/Details/Accessed.
