I went to plasma, unity, and back to "My Layout" which I had already been using for months. Then I went into Dock Settings, and that's when I noticed it started zooming out of nowhere and I couldn't change it. I fixed this by creating a new dock from scratch. It was weird because at one point I had the new and old docks enabled at the same time, and they appeared to have identical configuration, except that I could not modify the "Zoom on Hover" setting for the old one.
