I tend to get it from time to time on my Plasma4 desktop too (which I'm keeping for a reason on my main workhorse and would install it everywhere if packages still existed: it works!). There, it is always related to a window that "has something to tell me" and shows up highlighted in the task manager; clicking on it (or else on all task man. entries) always fixes the issue in the end. I have a similar experience with the MSWin taskbar: if it won't go back to its designated place it's usually if not always because of some notification that I have to acknowledge (after figuring out which/what it is).
