That feels like it could be hard for the user to predict. For example in
Okular, dragging the task manager icon would drag the application itself while
there were no documentss open, but drag the document when there is a document
open. And there would always be a behavioral inconsistency for document-based
apps vs other apps. I suppose we could badge the icon with a little document
symbol or something.
But I think a better solution would be Bug 390797. Can you check that out and
see if you agree?
