Video showing I trying open files in VLC from several ways.

SUMMARY
Sometimes when I boot or return from my PC sleep the VLC simply doesn't work.
It opens, but doesn't run audio or video files. It works only if I go to "menu
> Media > Open file...". I do not realize no pattern to this problem, it seems
to be random.

STEPS TO REPRODUCE
1. I click in the VLC icon in menu bar or icon bar, it doesn't open. It opens
only if I run by command "vlc" in the terminal.
2. VLC doesn't run a audio or video file even if it is open. the only way is to
open a audio/video file from the VLC application menu.
3. I need reboot or logoff/login in my KDE Neon to VLC works properly.

OBSERVED RESULT
VLC application doesn't run the file.

EXPECTED RESULT
VLC should run the file.

SOFTWARE/OS VERSIONS
Windows: -
macOS: -
Linux/KDE Plasma:
(available in About System)
KDE Plasma Version: 5.19.13
KDE Frameworks Version: 5.71.0
Qt Version: 5.14.2

ADDITIONAL INFORMATION
It occurs sometimes with no pattern. I don't know if the command "/usr/bin/vlc
--started-from-file %U" is involved, because I am a video editor and create,
delete and move files all time.

I didn't found VLC application in the product list, then I have selected
"kaffeine".
