I have my Task Manager set to sort task manually.  Until very recently (roughly
4 weeks ago perhaps), I was always able sort them in any manner I wanted, which
I would expect from this setting.  However, a recent update no longer allows me
to consistently move tasks that have pinned Launcher (via setting "Show A
Launcher When Not Running") to the right of tasks which do not have a dedicated
Launcher.  This is quite annoying to me at the moment and makes my work less
productive.

Can we restore the old behavior?

Reproducible: Always

Steps to Reproduce:
1. Create a Launcher for a Task
2. Open the task using the Launcher
3. Open a Task that does not have a Launcher
4. Try reordering in various ways

Actual Results:  
It is often not possible to move a Task without a Launcher to the left of a
Task with a Launcher.

Expected Results:  
Let me reorder manually in any manner I choose.
