Empty digital clock and mouseover display

SUMMARY
The digital clock applet is completely empty if I set it to display my local
timezone. If I specify a specific one it works. The calendar view that opens
when you click the applet is also empty and only has the text ", 0".

STEPS TO REPRODUCE
1. Add a digital clock widget
2. Right click, Configure Digital Clock
3. Time Zones, select "Your system time zone" and at least one other timezone
4. Check "Switch time zone with mouse wheel" to easily switch between displayed
timezones
5. OK

OBSERVED RESULT
The widget is completely empty of text. The calendar view is also empty aside
from a ", 0" header. The other enabled time zones display both properly.

EXPECTED RESULT
The widget should show the time and calendar in my local timezone just as well
as it does the additional explicit timezones.

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Manjaro/Arch x86_64, plasma packages 5.18.5-3.
KDE Plasma Version: 5.18.5
KDE Frameworks Version: 5.70.0
Qt Version: 5.15.0

ADDITIONAL INFORMATION
I'm unsure when this started. I tried updating to Arch's 5.19.1 but the issue
persisted. I also tried deleting
~/.config/plasma-org.kde.plasma.desktop-appletsrc but the default digital clock
in the default layout was also affected.
