SUMMARY
none of the applications using knewstuff are able to access providers via
providers.xml
STEPS TO REPRODUCE
1. R-click desktop, Add widgets..., Get new widgets, Download New Plasma
Widgets
2. (sometimes Plasma desktop temporarily disappears)
3. Plasma add-on installer appears, and remains empty, with error: Loading of
providers from file: https://download.kde.org/ocs/providers.xml
4. edit /etc/xdg/plasmoids.knsrc >
ProvidersUrl=https://autoconfig/ocs/providers.xml
5. Plasma add-on installer appears, and remains empty, with spinning 'Loading
provider information'
6. save providers.xml to local folder /etc/xdg
7. edit /etc/xdg/plasmoids.knsrc > ProvidersUrl=file://etc/xdg/providers.xml
8. Plasma add-on installer appears, and remains empty, with spinning 'Loading
provider information'
OBSERVED RESULT
providers information never loads, and new widgets/plasmoids pane is never
populated
EXPECTED RESULT
new widgets/plasmoids pane is populated with an overwhelming array of exciting
possibilities

this behaviour is also observed in other applications that use knewstuff, e.g.
wallpapers, 'look and feel', desktop theme, cursor feel;
marble _does work_, but
