Testing with KMail 5.13.3, the "Select Recipient" dialog allows to "Add as
To/CC/BCC" for both individual addresses as well as address lists. Let's
consider this part fixed.
As for KAddressbook, it would indeed be useful to be able to directly initiate
a new message to an address list using CC. Currently this only works with "To"
via "Action > Send an email...". Let's change the title of the bug accordingly.
