We can see krunner calling
org_kde_plasma_surface@28.set_skip_taskbar(1)
which means it's created the right interface and is bound to it correctly
Yet it's not doing any moves.
We can also see your panel in the right place, which means that code is working
in other parts of your system.
It means the bug is definitely client side, but no real indication of what.
