Putting an application into fullscreen implies I don't want to see the desktop
or to be interrupted while using the application. I have three hotcorners set.
One of them toggles the workspace grid, another toggles present windows, and
the last shows the desktop. All of them are active above fullscreen
applications, which means I am interrupted by them when my mouse accidentally
hits them. I find this behavior intrusive.

Reproducible: Always

Steps to Reproduce:
1. Enable hotcorners
2. Put an application into fullscreen
3. Use a hotcorner

Actual Results:  
Full screen application is minimized or interrupted for the effect of the
designated corner

Expected Results:  
Full screen application is above hotcorners to prevent interruptions

I've done some searching for this but couldn't seem to find anything relevant.
I posted my issue on Reddit and was directed here. I apologize if this is the
incorrect location for this bug, I'm not sure where the best place for it would
be.
