STEPS TO REPRODUCE
1. open system settings > icons
2. click on "Get new icons..." button and install any icon theme
3. 

OBSERVED RESULT
when installation is completed, we can see "Use" and "Uninstall" buttons
overlapping "installing"
effect during a few milliseconds.
I'm attaching a screen recording and a frame captured from it showing the exact
moment of the issue.

EXPECTED RESULT
"Use" and "Uninstall" buttons should never overlap the "installing" effect.
