SUMMARY
Selections don't work vertically.
STEPS TO REPRODUCE
1. Make a selection mask with any tool.
2. Transform it > Expand it
OBSERVED RESULT
Doesn't get expanded vertically.

It also occurs with similar working tools like the Bucket.
