This is the behaviour that makes most sense to me as well. And I guess even if at some point in the future all the wayland/nvdia/etc stuff are figured out and the multi-head support in Plasma can be perfected, there are always gonna be a few users who'd like to use some 'weird' configurations, e.g. special panning/transform, which are not needed to be supported by Plasma via GUI at all, but at the same time shouldn't be overridden by Plasma either.
