UTF-8 text file that showcases the wrong behavior

Kate renders the Unicode character "combining diaeresis" over the wrong letter.
It should be rendered over the letter before the combining character but is
rendered over the letter after the combining character.

1. Open the attached text file in Kate

OBSERVED RESULT
Kate will render the diaeresis (dots) over the the b (like this: ub̈er)

EXPECTED RESULT
