SUMMARY
When the active window is the desktop or the panel, notes applets in panels do
not show the note windows when clicked. Otherwise the notes are displayed
normally.
STEPS TO REPRODUCE
1. Add a notes applet to some panel.
2. Click the desktop (or the panel) to focus it, then click the note icon in
the panel.
3. Focus a window of any other application and click the note icon again.
OBSERVED RESULT
In the first case the note does not appear, only the bar indicating the applet
is being used flashes briefly.
In the second case the note (as well as the bar) appears and stay there.
EXPECTED RESULT
The note should appear in both cases.
