Once "logout" is focused, the next hop will lead you to the "okay" button and then to the "cancel" button. There are now two problems: 1) none of those button work if you press the enter key now. 2) if you highlight "okay", none of the actions "standby, hibernation, etc." is chosen and therefore the action of this button would be undefined. Thus it would make sense it restrict the tabbing to only the "standby .. logout" actions.
