I have set up a dynamic playlist with a partition containing sub-biases for
ratings 2-5 inclusive, mostly even but increasing with greater rating.  Using
this playlist, when skipping forward one song at a time, the only new songs
coming in are either rating 2 or 5.  However, the initial population and
repopulations all contain a mix of ratings 2 to 5, as expected.

Reproducible: Always

Steps to Reproduce:
1. Create a dynamic playlist with a partition with ratings 2-5 inclusive. 
(Most likely only three sub-biases are needed, though.  Also, an even
distribution between the sub-biases is sufficient for demonstration.)
2. Enable the playlist and repopulate.
3. Keep pressing next.

Actual Results:  
All of the songs in the playlist were of rating either 2 or 5.

Expected Results:  
There should have been a mix of songs with ratings 2-5.
