Same problem to me.
Sometimes tap-to-click stops working. I cannot say why. I don't use Chrome.
When this happens I go in system settings, disable and re-enable "tap-to-click"
but the "apply" button is disabled (grey colour).
I use a Latitude E5570.
Never experienced this problem before with other Linux distributions.
I am using KDE-Neon 5.17.
