new steps to reproduce on Plasma 5.18 beta:
1. start Wayland session
2. right click on wallpaper, select "Customize layout..."
3. open the apps launcher or click on any systray icon
4. click on "Configure panel " icon (the last icon in plasma panel)
Result: panel settings opens on top of the screen and plasma leaves "customize
layout" mode
