SUMMARY
This could be due to a bug in qt. https://bugs.kde.org/show_bug.cgi?id=416361
But it might be a bug in kdenlive, I don't know.
The scroll bar next to the effect list is not affected by any operations on the
graphic tablet. The only way to operate here is to move with the cursor keys.
For some reason (cooperation with related image processing software,
convenience, coping with tenosynovitis, etc.), a user who is operating using a
graphic tablet, that is, an operation that imposes inconvenience to a user who
does not use a mouse.

STEPS TO REPRODUCE
1. Using a graphic tablet
2. Click the scroll bar next to the effect list to operate

OBSERVED RESULT
Well, scrollbar doesn't respond

EXPECTED RESULT
Scroll bar can be operated on graphic tablet
