This is, of course, a very unusual situation, Which version of Windows are you
using?
Please note that reinstalling krita will have no effect on any settings and
configurations.
As a first step to investigating this, can you take a full screen .png
screenshot when krita is running and you've used File -> New to create a new
image. Then attach it to a reply to this bug report.
Also, with a fresh new image in krita, can you do Help -> Show system
information for bug reports and copy/paste the text into a reply to this bug
report. If it's a very large amount of text, you can copy/paste it into a .txt
file and attach that to a reply to this bug report.
