SUMMARY
When code indexing is disabled, Kate's Project plugin tells the user to add
'"index": true' to your .kateproject file. It should instead point the user to
Kate's settings dialog.

STEPS TO REPRODUCE
1. Open a file so Kate detects a project.
2. On the bottom bar, click Current Project. Click the Code Index tab.

OBSERVED RESULT
A message appears: The index is not enabled. Please add '"index": true' to your
.kateproject file.
Creating a .kateproject file with `"index": true` does not fix this issue.

EXPECTED RESULT
The actual solution is to open "Configure Kate", in the tree view, click
Application/Projects, and in the "Project Index" group, check "Enable
indexing". I think the dialog should point there instead.
