STEPS TO REPRODUCE
1. Select "breeze" as the gtk3 theme
2. Start an Electron app (Visual Studio Code, Slack, Postman, Skype)
3. Top menu is grey
OBSERVED RESULT
The characters of the top menu are grey
EXPECTED RESULT
The characters of the top menu should be black
