Ha, I've found the culprit, or, to say more precisely, incompatible settings
which cause absence of the global menu.
I used to have `.pam_environment` file in my home folder with the following
content:
```
XMODIFIERS=@im=fcitx
GTK_IM_MODULE=fcitx
QT_IM_MODULE=fcitx
DefaultIMModule=fcitx
```
That's to be able to use fcitx for Japanese input in Plasma. Without it, no
complex input possible. But also without it, Krita's global menu is present.

So there's something should be done to resolve this. I'm not a coder and have
no idea why these things influence each other.
