SUMMARY
When using the Fill Tool, Grow Selection only grows horizontally and not
vertically.
Only the master branch seems to be affected, works fine on 4.2
STEPS TO REPRODUCE
1. Draw a hollow rectangle
2. Select Fill Tool, set Grow Selection to 40px
3. Fill in the rectangle
OBSERVED RESULT
Rectangle is filled in its width, the fill doesn't grow past its top or bottom
EXPECTED RESULT
Rectangle is turned into a bigger filled rounded corner rectangle
