SUMMARY
Spectacle is unable to send Files via Telegram Desktop Client
STEPS TO REPRODUCE
1. Take a screenshot using Spectacle (I used 19.04.3)
2. Select Export>Publish>Send with Telegram
OBSERVED RESULT
Telegramm opens normally and prompts user to select a chat
EXPECTED RESULT
Telegramm opens and propts user to select receipient, as it does when you Share
a file in Dolphin

Linux/KDE Plasma:

ADDITIONAL INFORMATION
I am running on Kubuntu 18.10
Sending files works for me in dolphin
