We use dolphin4 in xubuntu but we can not upgrade to 16.4 because there are no
tool tips in dolphin4

1. hower mouse cursor over the icons

Actual Results:
no too tips (meta data, exif data's)
Expected Results:
pop up showing picture information (exif data's)
