This issue is still valid. New steps to reproduce on Plasma 5.16.4...
1. right click on notifications applet in systray, select "Configure event
notifications and actions"
2. uncheck both "Show in task manager" and "Show in notifications" options
3. click "Ok" button
4. extract a big archive file via some option available in the context menu of
Dolphin (the window showing the progress of the extraction shows up)
5. check "Keep this window open after transfer is complete" during the
extraction
OBSERVED RESULT
The window that shows the progress closes when the extraction is completed.
EXPECTED RESULT
Keep the window open after the extraction
