This is a user support question, not a bug report. The forum at
https://forum.kde.org/viewforum.php?f=69 is better suited for this kind of
question.
So much upfront before I close this bug: look for the general KDE tool
systemsettings5 to be installed on your system. This is the tool controlling
the date format and all the other settings.
