SUMMARY
When trying to upgrade Kubuntu 16.04, the Release Notes window appears, but
immediately the error 'Could not find the release notes The server may be
overloaded.' appears
STEPS TO REPRODUCE
1. Start Discover
2. Press Upgrade
3. Enter Password on request
OBSERVED RESULT
Above error appears
EXPECTED RESULT
Carry out upgrade to latest version

This is a standard home PC with no proxies in use to my knowledge.
I have tried using the command line with the same result.
