A sample kdenlive-19.04.1 project for reproducing. counter.mp4 is the source
media, and counter2.mp4 is an exported movie contains blank frames

SUMMARY
With Kdenlive-19.04.1, the "Freeze" effect seems get improved than before.
However, it's got a new bug.
When a clip on the timeline gets Freeze effect applied, it is ok to preview in
the project monitor, but after rendering, each frozen clips has it's own
beginning flicker.
I mean, the very first frame of each frozen clip rendered well but followed by
a few blank(white) frames and then gets valid again. (Please see attachments)

STEPS TO REPRODUCE
1. Import a video clip in the project bin
2. Place the clip on the timeline
3. (optional) Slice the clip into several pieces
4. Apply "Freeze" effect to (each sliced) clip(s)
5. Preview timeline, and it is just ok
6. Render

OBSERVED RESULT
Rendered movie contains a few blank(white) frames just after the beginning
frame of (each) frozen clip

EXPECTED RESULT
Rendered movie should not have blank frames unless the timeline contains gaps
between clips
