I don't see this immediately when I create a new user, but the new user has a
completely different configuration - different theme, font sizing, etc.  So I
have no easy way to reproduce it at this time.  I suppose I could try
installing bits and pieces of my existing configuration into a new user's
account, but clearly there's a backcompat problem for users upgrading from
15.0.

Also, I'm thinking now that perhaps this is a "feature" called "attention
demanding" that's referenced here: https://bugs.kde.org/show_bug.cgi?id=379241
If so, how do I disable it?  Completely disable it, not just cross pager
windows.  Am I seeing a new "feature" of KDE in Leap 15.1 or is this a bug? 
Note how the flashing progresses from the panel flashing to just the opener
icon flashing (along with the "menu" icon on the right side of the screen too,
not captured).
