I have attached a video showing this bug.
STEPS TO REPRODUCE
1. In SystemSettings -> Printers, click on "Configure", then select "Printer
Options" from the window that pops up.
2. Change one of the printer options.
3. Click "Apply", then "OK".
OBSERVED RESULT
If you go back into Configure -> Printer options, you'll see that your change
was not saved.
EXPECTED RESULT
The change should be saved.
WORKAROUND
At step 3, click "OK" only (do not click "Apply" first), and your changes will
be saved.

OS: KDE neon 5.15
KDE Plasma Version: 5.15.5
KDE Frameworks Version: 5.58.0
Qt Version: 5.12.0
ADDITIONAL INFORMATION
Printer: Brother HL-2280DW using the latest drivers from the Brother website
(as of 5/17/2019).
