Yep. As Vlad mentioned, KDE is chronically short of manpower--particular for
code review, and particularly for KWin-related patches. Put simply: the number
of people capable of reviewing KWin patches is not high. If you have any
relevant experience, getting involved in this would be an enormous boon for
everyone.
