Drag and drop from Explorer on Krita on the canvas does work for me. Drag and
Drop on the layer docker should add the image as a layer, so that's definitely
a bug. Drag and drop on the brush presets docker or other gui elements other
than the canvas and layer docker shouldn't do anything.
