SUMMARY
a) Templates are incorrectly created in the "Local Folders" folder rather than
"Templates"
b) Templates in this folder cannot be deleted/moved.
This used to work in the expected way.
STEPS TO REPRODUCE
1. Create an email
2. Save as template

Template created in "Local Folders" folder

Template created in "templates" folder
