I just tried with 4.8.3 on Windows 10 and can confirm that the language
settings dialog seems to not be able to fetch the actual data from the config
file (C:\Users\<user>\AppData\Roaming\.kde4\share\config\kdeglobals)
Entering for example a different decimal symbol and pressing "okay" or "apply"
saves the entered value and kmymoney uses these settings.
The related settings in the mentioned config file are
[Locale]
Language=de
MonetaryDecimalSymbol=.
MonetaryThousandsSeparator=,
