I've hit what appears to be a variant of this problem on Fedora 23
(plasma-desktop-5.5.5), where the containment definitions for the panels on my
laptop monitor and external monitor both ended up with "lastScreen=1" (the
external monitor is set to be the primary when it's plugged in).

While attempting to debug that, I saw a potentially related symptom, where
selecting "Add Panel" via the right click menu always added a new panel to the
external monitor, regardless of whether the mouse was on the laptop monitor or
the external monitor at the time. If I'm right that they're related, that may
be a simpler test than plugging/unplugging monitors. If I'm wrong about them
being related, please let me know and I'll file that misbehaviour as a new bug.
