While attempting to debug that, I saw a potentially related symptom, where selecting "Add Panel" via the right click menu always added a new panel to the external monitor, regardless of whether the mouse was on the laptop monitor or the external monitor at the time. If I'm right that they're related, that may be a simpler test than plugging/unplugging monitors.
