SUMMARY
I have a dual display setup: one is my laptop (surface laptop) and the other is
a external LG monitor connected through mini displayport to hdmi. When I
disconnect my monitor the windows of the upper screen jump to the main one (my
laptop) and I'm unable to resize them above a certain height. 

STEPS TO REPRODUCE
1. Connect external display
2. set it above the the main display: https://i.imgur.com/nb7lCFY.png
3. move a window to the upper screen. 
4. disconnect the upper screen.

OBSERVED RESULT
The windows jump to the bottom screen but get weirdly sized (limited height
compared to the full screen)

EXPECTED RESULT
being able to resize them completely.
